Instructions

  1. Gather all your ingredients: powdered sugar, cocoa powder, dry milk powder (if using), salt, and cornstarch (if using).
  2. In a very large bowl, combine the powdered sugar and cocoa powder. Whisk them together thoroughly to break up any lumps.
  3. Add the dry milk powder, salt, and cornstarch to the bowl.
